That is a good idea to post it. Perhaps in the developer's section of the Inkscape website. It needs to be well formatted...
I'll take the blame for this episode; they notified me of the policy some time back last year, and frankly I simply forgot about it until now. Tav, I'm sorry this caused frustration for you. In the future, if we have a place to post policies where everyone knows to look, I'll make sure they get there when I get them.
I actually attached the policy to the email when I told people to go get their tickets and book their hotels... but it is not in the easiest format to read. It also wasn't clearly applicable, for example, to Martin, who booked a +$1000 ticket but is only getting $500 reimbursed from us.
Karen accepted my explanations for the policy violations and everyone has been/will be reimbursed.
