The only concern I have is whether it should be expunged completely, or akin to how record are expunged in the US justice system... it's removed from both public and privileged view, but it can be "recovered" in special circumstances. I would assume we would want special recovery available, but if people want to push against that we should probably seek the advice of SFC.
