That's how we've had it set up. If people feel strongly that membership should be limited to board members I can drop all non-board members and restrict it.
Note that archives have also been open.
I think that the board mailing list should be open to all Inkscape developers. The archives should be readable by anyone. If we do have issues that need private discussion then private emails can handle that.
I agree, it just wasn't obvious to me that the list is public. So reminder to self: if something delicate pops up, send private mails to board members.

Thinking back, we've had good engagement with non-board members on this list in the past; often there's a particular issue we chew on for some time and having the principle advocates for that issue as list members makes communication simpler. So it's good to hear we're in consensus about keeping it public.
