David has previously funded Felipe for font related features in Inkscape. I would assume he's serious... but not sure what exactly he has in mind.

is eager to get 0.91 out as it has some font related features. He has
suggested that he might be able to find money to pay someone in the
Philippines to do release work. I am not sure how serious he was.
