Notes from previous vote: This is less money/time and fixes the main
issue with who was scoping the work to avoid undue conflicts of
interest. Hopefully this will be agreeable to the whole comittee for
this cycle.

b. Do not approve funding for a video at this time

Chris Rodgers must abstain on this vote as the main benificiary.

This vote will run from March 25th until the end of April 1st. (1 week)

Big thanks to the whole vectors team for all the meetings, votes and
debate they've been having over the last two weeks. It's a lot of extra
work to make sure we do this right.

Subject: Budget Request to PLC

In order to highlight the contributions and significant improvements available in 1.2 and to maximize its reach to potential users, the Vectors team would like to produce a release video. Circumstances are such that Chris Rogers (who has produced prior videos) is not able to produce the video on a volunteer basis, and our team does not have adequate time or processes to produce fund or produce the video by another method. We are therefore requesting $2000 for Chris Rogers to produce the video under the following guidelines:

  • 40 contract hours will be allotted to the project, for an amount totally $2000.
  • The overall style will match that of the 1.0 and 1.1 release videos.
  • The Vectors team will designate a single point-of-contact who will gather feedback at their discretion and have the authority to approve deliverables.
  • A list of features to include in the video presentation will be determined by the Vectors team, however Chris will have discretion on proposing how to highlight these in a manner that fits with the budgeted hours.
  • Deliverables will include: At least 1 round of storyboard drawings and the final video.
  • Proposed timeline (subject to change by Vectors): Point-of-Contact & Features Selection (April 2); Storyboard delivery (April 9); Revised Storyboard delivery if needed (April 16); Progress Review (April 23); Final Video (April 30)

Note: Due to the rules set forth by the Software Freedom Conservancy, Chris did not take part in the scoping or budgeting discussion. The process for selecting creators for release videos will likely change for future releases, and may or may not be done by volunteers. In other words, this is a unique, one-time request.
