This was an experiment that I didn’t have time to complete and won’t have in the foreseeable future. I’ll move it to my own namespace, if that’s ok.

I believe svgpie was a copy of Inkex for use outside of Inkscape. i.e.
via pypi. Shouldn't be private, I think.
