That might be a good location as it's not so far from both Europe and the US west coast. LGM 2018 will most likely be in Europe, possibly Milan.
As I had previously mentioned I'd be more than happy to see about us hosting something at SCALE, which will take place during March in Pasadena for the next couple years. We have a lot of space at the Pasadena Convention Center. I'm just throwing it out there as another possibility, I would just have to bring it up to the other chairs to find out what we would be able to offer. I would personally love to see us have some standing thing go on there since Jon Cruz and myself effectively come for "free" at that point, and it would be good to have a regular event. :)
WRT Rio, I would be inclined to ask Felipe Sanches about if he thinks it could be worthwhile. We have a large userbase in Brazil (presumably some of which can hack), Felipe loves hacking events and might have people he could encourage to join, etc. So, if we're not flat out writing off Rio, I will ping him to get his thoughts.
