For legal documents this is true. Though we use PLC quite widely. We should just be careful with public facing communications like the website team page, wiki pages, chat room names, news articles, tweets, that sort of thing.
PLC is so well known in Europe that it's often used a short-hand for "a generic business" so you'll hear things like "UK PLC" which is a cute way the press refers to the UK government.
