I'm a fan of the idea to do things in smaller steps to make it an easier mountain to climb, but I think we have to be careful of the plateaus along the way.

This is an interpretation which I had not factored into the process at
all. The next steps were literally contact SFC (see vote footer) and
the advice from Karen was what this begins the process. It's
theoretically true that the language goes into effect, but I would have
thought this would be unwise for a legal document as I kind of expected
the SFC to dot it's teas and cross it's eyes.

C'est la vie.

I'll add the missing names tomorrow and hand in the spreadsheet for
comparison.
