I appreciate the nature of this request but feel like in the future any potential expenditures for a GSoC student should be known to the voting body at the time of application (such as if this is under the purview of a committee with a budget in the future). Approving this retroactively feels like it potentially opens the door to applicants offering to work on something they might not possess the hardware/software/OSes for with future proposals.
