I vote A. - It's how I would have voted on this if there was time to vote to approve it beforehand. The right thing to do is reimburse, since it's a cost for the project - it benefits no one but the project, which is precisely the reason people give the project money to begin with. It was also something asked for by the Vectors team to get this license. It makes no sense to me to vote differently because it wasn't voted on, when we are voting on it now.-C
