Looks good to me, I like the addition of an admin position that keep track of Inbox and the issue trackers in general. In the past iterations, I've often heard from the contracted programmers something like "I don't know which issues to choose amongst those not milestoned for 1.x.x".
Clarification: "140 hours for the developers" (each, I assume).
License: In the last projects (AI Import, GTK4 migration) I've removed the term "copyright owned by the SFC", it only says "licensed as GPL 2+". Re-added on purpose?
You currently have no restriction on who can apply. It's probably fine to leave this to the hiring committee, but do you have a suggestion (both positions)?
I volunteer for the hiring committee, by the way - having spent significant time in both positions we're looking for as a volunteer. I'd suggest you make the vote appoint the hiring committee members directly.
Nitpick: there is no 1.4.x milestone.

Dear PLC,
As discussed in today's developer meeting, we want to put together a bugfix program for the 1.4.x releases to increase it's robustness.
I've taken the previous successful programs run by Jonathan and am submitting the text of the proposal here. I've modified a few parts of it to make sense for the point release schedule and upped the budget to include hours for an issues administrator who will help organise and keep things prioritised.
I'm putting this up for review first and in a couple of week I intend to put it up for a vote with your modifications.
Because I intend to apply myself, I've made it clear how the hiring committee is put together and changed how unused funds are allocated to make sure there's no conflict of interest from me as the organiser.
