I agree, especially given the monetary commitment from the project's coffers. Part of us helping to manage the project's funds is to do so being relatively informed on what we're actually expecting in terms of deliverables.
I think for student programs like Outreachy we can't really think of it in terms of deliverables, the goal is the outreach and opportunity for a student. I think it would be nice to know we have projects so we don't end up with a student that has nothing to do, but the project itself probably shouldn't be "expected" to happen. We've had many years of GSoC for instance where they definitely haven't.
