The one thing I want to get hammered out is how the actual voting will take place. I've done enough research to convince myself that there's adequate 3rd party voting tools available that we needn't implement something ourselves. But we'd need to set up and test the software, and then sort out how to specify who can actually cast votes.
Once those are done, then yeah we should hold the elections ASAP. I was hoping to have time to work on it this past weekend, but didn't.
Would it make sense for us to designate an election committee of, say 3 people, to handle these things, and announce and run the election? Maybe that would get it done faster.

Maybe, although people that'd be suitable for the committee would likely be excellent candidates in their own right. And I'd worry that'd make for a conflict of interest.
The one site I've looked at so far is:
Their service is free for elections lasting 7 days, with up to 20 candidates and 50 voters, or double that for $5. The form has us provide a list of candidate names to select from, and upload a list of valid emails who will be emailed the voting directions, secret access codes, and links. Alternatively or in addition, we can download a list of secret codes to provide to voters some other way.
The form allows selection from about two dozen different types of voting methods, including ten different types of STV(!)
There are other sites that provide STV services; this is the only one I've looked at.

Do we have a "registration" period where authors send us valid email addresses? I've written a perl script to extract out email addresses from the bzr log files but it the addresses need quite a bit of clean up and the list is far from complete.

I think that we start with that, and then send out ballots. We then announce that all those who believe they should have gotten a ballot and have not should contact the elections committee. It's unfortunately not fool proof, but I think it's the best we can do given the situation.
Typically this is how things like license changes are done as well :-/

Speaking of which, we talked about having an election committee, to set up and proctor the election, answer questions, collect names, troubleshoot issues that come up, and verify the election is being properly conducted. Probably make sense for them to do weekly meetings for the duration of the election to hand out action items. We can ask for non-board volunteers (and I have a couple suggestions) but I'd like the committee to be coordinated by a board member. Tav's coordinating the hackfest stuff so will be tied up with that (as will I). So Ted, Josh, and Jon - would some/all of the three of you form this committee, and pick one of the three of you to coordinate it?

I would recommend setting up a regular weekly meeting on a date and time that is convenient to you, to go through action items.
Here's some action items to start with:
* Familiarize yourself with https://www.opavote.org/, or select a similar alternative site for conducting the vote. + Decide whether to go with the free default, or pay $5 for the enhanced version.
* Assemble an initial list of eligible voter names + emails
* Define simple process for how people can get added to the list
* Post the Kickoff Announcement, opening the call for Candidates + Post to inkscape-announce@ + Publish news item to website
