VOTE: Working group policy
Dear all,

Following discussions at the Bensberg Hackfest, we have drafted a Working Group policy. From a PLC perspective, this makes "teams" well-defined entities, to which we can assign responsibilities and give decision powers.
I've incorporated the comments I received since last week, so now we vote on it.
===== Ballot =====
A: I accept the Working group policy as attached.
B: I don't want a working group policy at all.
C: Other / I require the following modifications: ___

I can see some small ways to improve it, but I'm happy enough with the policy as drafted.
