following approval of the Hardware policy, we have received the first three hardware requests. According to section 3b ibid, I'm creating these votes.
Vote 1: Adam Belis is requesting a Microsoft Surface Pro 9 for testing purposes, a laptop / tablet with stylus. Estimated cost: 1900 USD (https://lists.inkscape.org/hyperkitty/list/inkscape-board@lists.inkscape.org...)
Vote 2: Vaibhav Malik is requesting a Macbook Air for working on cross-platform issues in Inkscape, such as those that came up during the GTK4 migration. Estimated cost: 1860 USD (https://lists.inkscape.org/hyperkitty/list/inkscape-board@lists.inkscape.org...)
Vote 3: Tavmjong Bah is requesting a Mac Mini + Apple-specific keybord in order to work on cross-platorm issues in GTK. Estimated cost: 1377 USD. (https://lists.inkscape.org/hyperkitty/list/inkscape-board@lists.inkscape.org...)

Basis for the decision is Section 3c of the Hardware policy:
Requests should be approved if the contributor is a long standing
member of the community with a good reputation, the hardware request is reasonable and can be seen to be useful to the project and its priorities and that the cost of the hardware is affordable and within other constraints for the project’s budget.
With this vote, we are approving the budgets, and I've added a 10% safety margin for each request. The SFC is responsible for how this is actually done, if they buy the hardware directly or reimburse the contributor.

Vaibhav and Tav are doing the Bug Accelerator for 1.4.x and these will be very useful going forwards. Adam works on our UI/UX team and his request is entirely reasonable, and should improve our tablet testing too.
