Regarding 4), I don't know. Is this a direction Inkscape would like to go at all? If so, to which extent? How would these constructions work UI-wise? This is the area I have least thought about. Nonetheless I'd be delighted to work on it if it is desired.
I would like that very much! I use Inkscape for all my "tech" drawings; I actually used it to roughly design an etching mask, which was then redrawn in a mask drawing program. Inkscape is so easy to use that it is very handy in quickly making things, dragging stuff around etc. Perhaps there is special software, but I think Inkscape could have the features you propose just as well!!! (note that I made the 3D grid especially for this purpose :) ) For example: I'd like to indeed be able to draw a circle either as centerpoint with radius, circle through three points, etc... I think there is already an RFE for this.
