Yeah, that sounds reasonable, but we should place more emphasis on bug fixes for our more stable 0.42. After this 0.40 release, I'm sure we will introduce and find a slew of bugs while working on 0.41, but maybe we should try to stabilize Inkscape further on 0.42.
