Yes but as this layer can not be hiden or locked, and because i liked the idea of "root layer", i would vote for plain "root"

I do not think that root is the most user friendly layer name.
Base Layer would be alright but Background would be better. "Background" would at least be consistant with Dia and the Gimp.
