With the gtmm'ification coming up here for 0.41, hopefully this can get done. I think that looks much cleaner, too.
After some off-list comments by Alan I have redone the mockup a bit. I got rid of the tabs and did a tree-view for the subsections, I have also paid some attention to the Gnome HIG to get the spacing right and got rid of the frames around the items.
