Actually there are quite a few other tools where clicking does what this tool does, not selecting - calligraphy, pen, pencil, paintbucket. Admittedly these tools are different in that they all create new objects, not edit the existing ones. However, the concept of clicking to select is not really universal, still.

The problem with clicking in the tweak tool is that most modes do not use drag. Actually only the push mode requires that you drag to give it a direction; all other modes will work - and are quite useful - if you just click and hold in one point without moving the mouse at all.
Strange. I can't seem to make *any* tweak tool work without moving the mouse, even if I keep the button pressed for a long time. What am I doing wrong?
However, I believe that this is precisely what made me think the tweak tool is different from the other ones. It didn't even occur to me that the pen/pencil/paintbucket tool should select something when clicking because clicking has an immediate _visible_ effect (namely, it creates a new line or fills an area).
The calligraphy (now that you mentioned it) and tweak tools seem different in this respect. So I believe either the effect they have should be immediately apparent to the user, or in case there is no such effect (as seems to be the case for the calligraphy tool; please correct me if I'm wrong again), clicking should result in selecting objects.
