just writing to confirm the problem with libintl-8.dll. - running devlibs rev 29, Inkscape rev 11003 compiled perfectly, thanks Johan and Kris! - running Inkscape from DOS with the compiler config still set up, it started okay. - running Inkscape from gui gave the error message, missing libintl-8.dll - problem fixed by copying it from \devlibs\bin\ to \Inkscape\ directory
