[Inkscape-devel] new tips

New sections on export slicing and radial tiling are added to the top of the tips&tricks tutorial. The radial tiling one is big, and I know I need to write a whole new tutorial on clones and tiling and move that section there, but I don't have time right now. The radial placement trick was asked by two people, however, so I thought I'd write it up.
