Heh. Let me be more specific. Color/transparency should still be configured from the document prefs. Nothing else would make any sense. But for convenience and in order to place the option before users eyes at the appropriate time, I would use a radio button with three options:
Background Color Alpha o Fully Opaque o As Configured in Document Preferences o Fully Transparent
