
There is a flag to turn on the first IIRC, but I don't know if there is a way to do the latter. Please look in the config file in the inkscape_wiki module in CVS for details on what settings are available, if you'd like to tighten down control. I think wiki provides a few different ways of attacking this problem.
The best way of preventing it is to require logins and only hand out accounts from our trust network (i.e. only people with wiki accounts can give out wiki accounts.) Note that this will also hinder random users from participating in the wiki.
