I'm not that worried about devlibs, as long as the library works okay it's fine, as we bundle it with Inkscape anyway. I'm a bit more worried about the linux side of things, as there we do rely on the version of cairo that is bundled with distro's. So how is the situation there?
BTW, I assume we need this version because of fixes for some of the issues you encountered while working on the cairo branch.
