I would go for the progress bar: at least someone will be forced to take a deep look at the whole startup process and appropriately weight each step. I'm pretty sure that some anomalies will eventually be spotted. This would also let people report the percentages where the bar hesitates more, thus giving hints on where the most critical parts are (maybe with differences between systems): a nice debug tool.
