mingwenv.bat is still missing (sets up environment variables for building on Win32), and needs to be added to Makefile.am. Anyway, I'm building for Win32 now... who actually is meant to provide Win32 binaries? I can if you'd like. I will also be updating my Inkscape Portable package for a probably final test before 0.47 is released (and Inkscape Portable is planned to will be released almost simultaneously). I tried the bz2 version first, it didn't work properly (7-Zip was also complaining about overwriting things on a fresh extract) so I'm trying the zip version now. Barring problems, I expect to have uploaded Inkscape and Inkscape Portable builds within a few hours.
