My opinion is that a new default format is way too much of a change for this. What is needed is simply a checkbox "Embed into document" on Import dialog, on by default. That will provide the self-containedness for most novice users. Changing default from plain text SVG to some zipped non-standardized monster sounds like a bad idea.
well I mentioned the self contained format because, from what I recall of past discussions on the subject, embedding bitmaps directly into a SVG file seemed to lead to very bad performance.
