What does "Publish" mean? I know this is a term from Corel Draw and other such applications but it simply doesn't make any sense if you didn't see those programs before. You don't "publish" anything from Inkscape, you just save a file. On the other hand, "Export to OCAL" could be renamed to "Publish in OCAL", because that's more suggestive of what it does. I definitely oppose putting the word "publish" anywhere in the menu. It was confusing enough when I used Corel: you save to all formats in Save, but for PDF you have an odd separate item...
The document properties and meta data seem out of place, since they're more to do with the document object than the file object. Maybe a top level document menu? One that includes some of the edit menu items specific for the document?
1. What is the difference between a file and a document? A file contains a document but they map 1:1, so in a sense they are equivalent. 2. File menu contains several non-global actions now (like Save). If I wanted to set the metadata I would go there first, even if that's not rigorously logical.
Vacuum Defs seems like a plugin or something that could be a part of publish, or the doc menu.
It isn't a plugin. It is a maintenance operation that is very important, because otherwise your file can swell to a grandiose size. I agree that it doesn't make much sense to a beginner. Maybe I would put it in the edit menu, but you typically do it just before saving, so it's reasonable to put it in the same menu as the saving options. I would consider changing its name to "Clean Up Document" or something like that. Moreover, I already said that "publish" makes zero sense for something that doesn't cause anything to be published but rather saves / changes a file.
Import and Export make sense, but perhaps having plugins that allow imports and exports to various places and removing the specific link for open clipart.
I think Export should have all the formats that are now in Save, and Save should only have Inkscape SVG and maybe plain SVG, e.g. formats that preserve editing capabilities. The Save a Copy format should be removed then, because it would be the same as Export. However, this could be slightly confusing.
