About the UX design, maybe this kind of settings are complex for normal user, Could by default show only one "unit" and put "document-units" automatic? This new widget show a expandable sub-widget by default contracted except if "document-units" and "units" are diferent.

I just checked in some code that allows one to change document scale in the Document Properties dialog. This is a first step. I plan to allow the user to select User units per display unit (e.g. mm) or display units per User unit. I also plan an expandable menu that allows setting the 'viewBox' directly as well as handling the case (hopefully rare) where the X scale and Y scale differ.
Normal objects on the screen update properly but the editing aids (nodes, grids, guides) do not. I am not sure what I have to do to fix this. (The XML is correct but the display is not.)
