I can't reproduce the issue on Ubuntu 11.04 with Inkscape 10685 and Ubuntu 11.10 (upgraded from 11.04) with Inkscape 10680. In both cases, the primitive lines move as expected. It wouldn't be surprising if it were related to the gtk2 removal in 11.10. Could you please list the gtk2 packages installed on your computer (with dpkg -l | grep gtk2)? Not sure it uses the same gtk code, but do you noticed drag&drop issues with the XML editor?
