Hi again,
I checked the lib bundle that I uploaded last, and yes it does have the defect that Bill mentioned. So I uploaded another bundle here: http://inkscape.modevia.com/win32libs/gtk210-070417.7z
It should produce Inkscape builds without the icon artifacts.
There will be another build uploaded in a few minutes.
