Reading Planet GNOME (http://planet.gnome.org) I've found that Christopher Blizzard (http://www.0xdeadbeef.com/) is working on custom encondings for Pango.
Perhaphs it can be interesting for those who are working on the characters enconding translation (the details are on Christopher's blog).
