Regarding the status of layers, it looks like the "edit group as layer" functionality is complete except for bugfixes.
I was hoping to reintroduce "inkscape:groupmode" before the code freeze, but that would also necessitate some additional UI work to accomodate the cases that would raise.
But I think "edit group as layer" is useful by itself, so I think we should keep the "layer selector" at the bottom, even given this limited functionality, because it makes it clear what is happening.
