It's doable in principle. Assuming my memory is correct, Windows in Win32 are a global resource, so it should just a matter of getting the HWND for the other process' "plug" window somehow (you have a lot of APIs to choose from) and then reparenting the window appropriately.
I'm curious if it is a documentation error in GTK+ or just a fact that Sockets/Plugs haven't been implemented on win32.
Would you like to volunteer? I believe it's been a TODO item for ages upon ages.
