Seem like the tangent works just for b-spline and regular splines. Spiro path on the other hand is something that didn't work for me. There's still this dubious workaround with spiro path with show handles which is very hard to explain. I think I"ll just
put it into a picture. For perpendicular direction, just rotate the reference 90 angle and then you go on from there.

The problem of course, is that the circle tool also make ellipses. :) However if you start your circle, and hold ctrl+alt+shift, it will do kinda what you want, which is draw a circle with the cursor as the origin point in the centre of the circle, and constrain the ratio to a circle, and place the cursor on the circumference of the circle while you are dragging.
