When Inkscape detects that you have a widescreen display, it puts the bars on the rhs. You can put them back where they 'belong' from the menu: View >> Default (at the bottom)

Just noticed the exact same thing, after doing a fresh checkout of our repository. Is someone following up upon Tavmjong's report?
