I don't have a strong opinion, but I wouldn't object to making that change.
Thinking about it, it's more common for me to want an opaque background color when exporting than not.
On the other hand, defaulting to opaque may surprise people who e.g. plan to use their SVGs in Firefox rather than rendering them to a bitmap.
As a non-dev, I'll put up my hands for keeping transparent as default. I'd think "what is placed on the page is just that, no page background interfering in my export".
