I think it would be best to have the place image command, but on the file browser add a checkbox which is a checkbox. This checkbox should enable linking to image (rather than embed). I think it is better to default to linking.
Also, after we have embedding or linking, a user should be able to right click or have an image menu that allows for one to switch a placed image from embedded to linked and vice versa.
Adding another popup window after import seems annoying and redundant IMO.
