Actually, what Manfred suggested may be quite useful. Working with high-resolution graphics in Inkscape all the time often requires scaling down images to fit the page size once you have dragged/pasted them onto the canvas, which generally requires zooming out a lot to grab handles, etc. In fact, the addition of "fit to document" under Edit > Paste Size > Fit to Document, would be so useful to me, that I'd probably assign a hotkey for it. :)

I create a new layer, then I put a rectangle into it and want to make it sized like the page-dimension and aligned to it (0,0,max-x,max-y).
My advice: setup a custom default template with snapping to page enabled. That way you can just draw a new rectangle that matches page's size easily.
