Yup, definitely, we believe in keeping the project completely open. Obviously, this list focuses on development discussion, rather than usage questions, for which inkscape-user@ is the appropriate place. So... welcome to the team. :-)
Also, expect that often we'll say, "Great idea - add an RFE." This means add it to the Request For Enhancement list on SourceForge. That's how we track ideas. You might find a lot of ideas already listed there, but definitely feel free to add your comments onto them; it can often be helpful when we get around to implementing a feature to have the idea fleshed out.
By the way, there's lots of ways to contribute as a developer beyond just programming, so if you've got an itch to help, don't let that stop you.
On another issue, I've noticed that making an item insensitive does not prevent it from being selected by a rubberband or a shift-click. Is this the intended behavior, or should I submit a bug?
Sounds like a bug. I expect most people haven't played around with the insensitive stuff (I sure haven't) so it's probably not tested as thoroughly as it should be. So yeah, submit a bug and be sure to describe how you expected it to behave.
