SVG2 has a "solidColor" element which can be used for the same purpose. I would like to see the one-stop gradients replaced by the solidColor element internally. Then at the saving stage convert solidColor elements to one-stop gradient elements if targeting SVG 1.1. (This will simplify some internal code.)
We could use css too, not sure what the restrictions or resistance is to having css defined styles in inkscape. They've worked quite well in firefox for quite some years. I've used them myself.
