The MS-Windows theme's gtkrc file already contains this, so presumably it is enough to use the MS-Windows theme?

Also, it breaks only with appears-as-list = 1. When it is menu, it works fine (just closes the drop-down as soon as loses focus).

Isn't that what the list is supposed to do? I am sure the list "floats" above everything on X11, too. The bug is that it doesn't pop down when the process loses focus.

Sorry, no. Small things like this add to an overall impression of sloppiness, awkwardness, and bad usability. This has to be fixed.
