These two would have to go together.

Anyone should be able to build from the 0.43[.0] source tarball and get the same application as the 0.43[.0] binary release for their platform.

We don't want to have a "special" 0.43[.0] just for Windows.

That said, I think it may be the best option. i.e. don't have a Win32 release for 0.43, but follow up with an 0.43.1 release for everybody.
