I wrote some days ago about circular arrangement. I'm still busy writing a proposal document (which I need for the Software Engineering course, this project is part of). As soon as I finish, I'll let you know.

- The first part of the dialog("Anchor Point") is the point that
should be used to arrange the objects on the circle.
- The second part is used to select what the circle/ellipse/arc to put
the objects on is. Note: I've put Radius x/y in there, because this allows to have ellipses.
- The angles are used to describe an arc
- Finnaly if Rotate objects is turned on, the objects on the circle
will be rotated (e.g. If you're trying to arrange the stars in the european flag, you should turn this option off)
By the way, as someone suggested, I should put this feature in the "Rows and Columns" panel. As IMHO this panel is somewhat messy (especially the align selection), I also thought of ways to improve that.
