Somewhere in-between. The rule has been that if we accept two or three of your patches, you get CVS access (if you want it). We don't check IDs or anything.
At this point I'm comfortable with this since the project is small enough that I can stay on top of the CVS commit mailing list to see what people are doing (and I'm sure others do as well).
I'm not sure I'd feel comfortable so blithely approving people for access to GNOME CVS.
