Not that I know of, and thinking about it, it does not seem like a good idea for inx files to be aware of the entire menu structure of Inkscape. They only need to know the organization of their only menu effects subtree, and the application then grafts that entire subtree into the Effects menu by a single command in menus-skeleton.h.
I just want to say that I agree with Bulia on this. I don't think having everything in the INX files will scale well. As more functionality moves to extensions, it will also become very difficult to support other menu organizations from other programs (the point of having the XML support). So, I think it's be better to use the extensions from the menu definition if that makes sense for the extension.
