Without a minimal test case that replicates it there isn't much I can do.

Easy:

1 add

GtkComboBox::appears-as-list = 1

to your active style in active gtkrc file

2 run gtk-demo.exe

3 choose "Combo boxes"

4 click button to open list under "Editable"

5 with the list open, Alt+tab to another application

6 BUG: list floats above everything

7 BUG: if you now Alt+tab back to Combo boxes and there close the list, the Combo boxes window stays on top of everything
