Yes. I think you need a new input extension for that. The problem is, you also need a new filename extension registered - for example we have a separate extension for importing AI SVG files, but it requires *.ai.svg which makes it almost useless.
I think this is a bug in the file window. It should allow for you to select any file while selecting how it gets opened. I really dislike how the filters work in it.
